City Council Approves Annexation, Zoning for New Developments

In November 2024 Woodruff City Council gave final approval to annexing and zoning about 175 acres near Hwy 221 and Fortenberry Road, and heard an update on Hurricane Helene recovery.

The Woodruff Times reported in November 2024 that Woodruff City Council approved the final reading to annex and zone about 175 acres for future development.

According to the paper, five parcels totaling about 145 acres on Fortenberry Road near Highway 221 and Peanut Road were zoned R-2 Residential, with preliminary plans showing roughly three units per acre. Another 30 acres fronting Highway 221 were zoned Planned Development, allowing commercial use along the highway and homes behind it; the owner had no immediate plans. Council also passed second readings to annex and zone 3.53 acres on S.J. Workman Highway into an existing residential development and to rezone 3.33 acres at 1025 Cross Anchor from R-1 Single Family to C-2 Limited Commercial.

City Manager Lee Bailey updated council on Hurricane Helene recovery. He said staff cleared roads immediately after the storm regardless of whether they were city, county or state roads, and hauled more than 10,000 gallons of diesel to keep critical equipment running through the outage. He credited Church at the Mill, the school district and a volunteer ATV club from Columbia for free meals and tree clearing, and said the storm "exposed some weaknesses" the city can now address, such as communication and preparation.
