Kirby Sanitation Takes Over Woodruff Trash Pickup; $6.1 Million Budget Passes First Reading

With Waste Connections leaving residential service, Council approved a four-year trash contract with Kirby Sanitation. Service and cans stay the same, but the $10 monthly fee, unchanged since 2003, will rise toward $13. A $6.1M budget with no tax increase passed first reading.

The Woodruff Times reported on June 21, 2024 that Woodruff residents would soon have a new garbage collector.

City Manager Lee Bailey told Council that Waste Connections, which held the city's contract for a decade, is leaving residential service and recommended moving the contract to Kirby Sanitation. Council approved a four-year contract with Kirby for residential pickup. Bailey said residents will see no change in service and Kirby will not swap out trash cans. The contract includes annual increases that will take the fee from $10 a month to $13 over time to cover rising collection costs; the rate had not gone up since 2003.

Bailey also presented the first reading of the 2024-25 budget, estimated at $6.1 million with no property tax increase. It funds new streets department equipment, a new police officer and vehicle, a new McKinney Park playground, and initial design work for the planned sports complex off Fountain Inn Road. Bailey said the city's assessed value rose by $5 million from recent growth.

Council also heard from OneSpartanburg about two programs: Spartanburg PowerUp, which offers small businesses mentorship, direction and some funding and has helped 50 businesses in Woodruff, and Re: Degree, which helps residents who started college finish their degree, with up to $2,500 in assistance.
