Oct 2021: Council Starts Green Pond Road Annexation for About 170 Homes; Tory Dandy Foundation Gives $50,000 to Parks
In 2021 council gave final approval to about 25 acres on New Bethel Rd for homes, began annexing a 73.98-acre Green Pond Rd tract planned for about 170 houses, and accepted a $50,000 gift for parks and recreation from the Tory Dandy Foundation.

Council gave final approval to annexing and zoning about 25 acres on two parcels near New Bethel Road and Virginia Drive, expected to become a residential development. The items had come back to council to fix a clerical error from earlier in the year.
Council then began annexing a 73.98-acre tract on Green Pond Road zoned for future single-family homes, with about 170 houses expected. Because land must touch the existing city limits to be annexed, council also started annexing several 10-foot strips along Highway 101 to connect the tract. City Manager Lee Bailey told council the strips are "just lines on a map": the properties they cross are not brought into the city and are not added to city sewer.
Mayor Kenneth Gist and council recognized a $50,000 donation from the Tory Dandy Foundation, started by the Woodruff native and former Woodruff High football standout who became a leading NFL player agent. The parks and recreation department will use it for a community project chosen together with the foundation.
In department reports, Police Chief Greg Ryan said the South Carolina Law Enforcement Network gave the Woodruff Police Department its silver-level award for 2021 traffic enforcement, the department's highest recognition in that category after bronze in 2019 and 2020.
