Council Creates Planned Development Zoning; First Project Is About 400 Homes Between Cross Anchor and Snowmill Roads
Council unanimously created a Planned Development zoning district that lets one project mix homes and commercial lots. It then annexed about 125 acres between Cross Anchor and Snowmill roads as the first such project, expected to hold about 400 homes and two commercial lots.

The district lets a developer plan a single project that mixes residential and commercial zoning, instead of getting each piece approved and built separately. City staff had studied how other municipalities use the concept and tailored it to Woodruff's plans. The Planning Commission had already approved it. No one spoke for or against it at the public hearing, and Council adopted it after hearing the first reading in September.
Council then annexed three parcels, about 125 acres between Cross Anchor and Snowmill roads, and zoned them as the first planned development. City Manager Lee Bailey said the project is expected to have about 400 homes, with two commercial lots on Cross Anchor Road at one of the entrances.
Council also adopted a new business license ordinance that follows the statewide standardization effort by the Municipal Association and the legislature to make licensing more uniform. At the owner's request, it rezoned two Snowmill Road parcels from multi-family to single-family so they can hold houses instead of apartments.
