Council Annexes 60 Acres on Highway 101 for Shops and Homes, Starts a 300-Acre Industrial Park, Drafts Food Truck Rules
In September 2022, Council gave final approval to annex about 60 acres on Highway 101 as a planned development with retail in front and housing behind. It gave first reading to a roughly 300-acre heavy-industrial park and to the city's first rules for mobile food vendors.

Council unanimously annexed two Highway 101 parcels, 44.1 acres at 6228 and 16.11 acres at 5922, and zoned them Planned Development. City Manager Lee Bailey said the plan is retail stores facing the highway with housing behind them.
Council then gave first reading to annex and zone I-2 heavy industrial two parcels at 6400 and 6401 Highway 101, about 300 acres, where a developer proposes a large industrial park to attract employers. Bailey said the project fits the area's zoning and the city's comprehensive plan. "Our vision has always been to have jobs in Woodruff, and this plan brings those jobs here," he said. Second reading was expected in October.
Council also gave first reading to the city's first comprehensive ordinance for mobile food vendors, which Bailey said had been requested more often as the area grows. Food trucks would need a city permit, could operate only on commercially zoned property, would have to pack up nightly, and could stay at one location no more than three days in a row, to limit competition with permanent restaurants.
During public comment, a resident asked about a youth-recreation donation pledged to the city by a private foundation. Mayor Kenneth Gist said the city was working with the foundation on a plan both sides could agree on.
