Mar 2022: Council Takes First Vote on Capital Improvement Plan and New Development Impact Fees
At its March 29, 2022 meeting, council unanimously approved on first reading a capital improvement plan with development impact fees (proposed $4,668 per single-family home), plus industrial rezonings near Hwy 101 and a 52.57-acre Cavins Rd annexation for about 170 homes.

Council unanimously approved on first reading a capital improvement plan paired with new development impact fees. City Manager Lee Bailey said the city is growing rapidly and its population could double or even triple within five years. Proposed fees were $4,668 per single-family home, $2,970 per multifamily unit, $1,514 per 1,000 square feet of retail space and $295 per 1,000 square feet of industrial space. The money would go toward parks, recreation facilities and police expansion. A public hearing and second reading were planned for April.
On first reading, council approved rezoning 291 acres near Highway 101 and S.J. Workman Road, and 23.67 acres on Highway 101, from agricultural to industrial. It also approved annexing 52.57 acres on Cavins Road, zoned R-2B cluster development, for about 170 homes near the leisure center.
Council tabled a request to remove a Georgia Road property from the revitalization district, which the Planning Commission had denied. The owner wanted to relocate an existing downtown business.
The next meeting was scheduled for April 26, 2022 at 5:30 p.m. at City Hall.
