Dec 2020: Council Bans Ground-Floor Homes on Main Street, Finalizes McElrath Rezoning, Orders Rate Study

At its final 2020 meeting, council banned first-floor dwellings fronting Main Street in the revitalization district, dropped lot-width and setback minimums for buildings 45 feet or shorter, rezoned about 129 acres for a large housing project, and moved to commission a rates and fees study.

The Woodruff Times reported on December 29, 2020 on the Woodruff City Council's final meeting of the year.

Council adopted a zoning change prohibiting first-floor dwelling units that front Main Street in the revitalization district, which runs from the First Citizens Bank building to Kirby Street. Residents already living in such units are grandfathered until an inspection or utility service lapse ends that status. Council also eliminated minimum lot width and setback requirements for buildings 45 feet tall or less.

Three Hunter Road lots were annexed and, together with 129 acres, rezoned R-2B for an expected large housing development at Highway 101 and McElrath Road. Council also approved the $1 sale of a small city parcel at Hayne and Pearson, east of the library, for six townhomes.

On first reading, council approved annexing a single-family home on West Georgia Street so it can connect to city sewer, and three lots on Snowmill Road, about 13 acres at 201 Snowmill considered for a second phase of an apartment complex plus two lots with manufactured homes.

New business included first-reading approval to hire Willdan Financial Services for a rates and fees study and forecast, estimated at $25,000 to $30,000. City Manager Lee Bailey presented the items.
