Oct 2020: Auditors Give City Finances a Clean Bill; Council Finalizes McElrath Road Sewer-Pump Deal

At its Oct. 27, 2020 meeting, council gave final approval to reimbursing a developer for two sewer pumps serving a planned 350-home subdivision at Hwy 101 and McElrath Rd, approved a $6,500 Lakewood Dr drainage ditch, and heard a strong annual audit.

Council gave second and final approval to an incentive agreement with a developer, not named publicly, planning about 350 homes at Highway 101 and McElrath Road. Once the first 25 homes are finished, the city will repay the developer for building two submersible sewer pumps that tie the subdivision into the city sewer system, estimated at $40,000 to $70,000. The city takes ownership of the pumps when the development is complete.

Council also approved a drainage easement so the city could dig a new open-air ditch to improve storm runoff on Lakewood Drive, with the neighboring owners' agreement. The $6,500 job was to be paid from the city's share of Spartanburg County road fee funds, with work expected to start in November.

The city's outside auditor, McKinley Cooper & Co., presented the annual audit and described the books as in excellent shape, with a healthy net position and fund balance. The one negative item was a one-time transfer of fire department equipment and assets to the newly consolidated Trinity Fire Department, which the auditor said had been planned for. City Manager Lee Bailey credited conservative budgeting and economic growth for the strong outlook.
