Council Approves Bojangles Incentive and Starts Deal for 350-Home Community at Highway 101 and McElrath Road
At its Sept. 29, 2020 meeting, Council finalized a hospitality-tax incentive for a new Bojangles on north Main Street, gave first reading to a sewer-pump incentive for a 350-home community at Highway 101 and McElrath Road, and tightened the animal tethering and shelter rules.

Council unanimously finalized an incentive agreement with the developers of a Bojangles restaurant on north Main Street. Under it, the developer is reimbursed the city's two percent hospitality tax for the restaurant's first eight months. The outlet noted that agreements like this are a common economic-development tool.
Council also gave unanimous first reading to an incentive agreement with the developer of a planned 350-home community at Highway 101 and McElrath Road, expected to start construction in late 2021 with a clubhouse and pool. The city would reimburse two submersible sewer pumps, estimated at $40,000 to $70,000, once the first 25 homes are built. The developer then turns the pumps and the neighborhood sewer system over to the city. Second reading was expected in October. Staff also presented a petition to annex about 1.5 acres on W. Georgia Road.
On second reading, Council adopted an updated animal ordinance. Shelters must have solid walls and a roof, be raised off the ground and fit the breed. Tethers must attach by collar or harness to a swivel stake or a run line no higher than seven feet, allow movement and shade, and stay at least 10 feet from a public road. Violations can bring a fine of up to $500 and 30 days in jail.
City Manager Lee Bailey reported that revenues were beating expectations and spending was under budget. He also described a drive-thru Halloween candy giveaway planned for the City Hall parking lot.
