Woodruff Area Lands $15.7 Million in Federal Grants for Water and Sewer
A federal EDA award sends $8.8 million to the City of Woodruff for wastewater and $6.9 million to Woodruff-Roebuck Water District for a new 2 million gallon water tank.
The Woodruff Times reported on July 9, 2026 that the U.S. Economic Development Administration announced $15.7 million in disaster supplemental funding for two projects in the Woodruff area on June 29. Here is our summary.
City of Woodruff: $8.8 million for wastewater improvements. The city said it has been planning the treatment plant expansion for five years and was finishing Phase 1 that month, and that this award lets it finish the expansion with no additional debt, which it said will keep rates stable. In all, the city said it has received $18.8 million in grants for the plant.
Woodruff-Roebuck Water District: $6.9 million toward a new 2.0 million gallon elevated water storage tank. General manager Kermit Johnson said the added storage is meant to make sure infrastructure is in place for development, new industry and growth in southern Spartanburg County.
The money comes from the EDA's Fiscal Year 2025 Disaster Supplemental program, which funds economic recovery in areas with major disaster declarations from 2023 and 2024.
