New Year, New Leadership: Woodruff School Board Approves $3.5M for High School Road Improvements
The District 4 board swore in members, named Morgan Smith chair and approved $3.5M+ in SCDOT-required road work around the new high school.
The Woodruff Times reports that Spartanburg County School District 4's board opened 2026 by swearing in five members: newcomer Phil Hembree, who takes the seat Gary Lee did not seek again, and re-elected members Ted Harrison Jr., Jay Phillips, Morgan Smith and Tony Davis. For the next two years Smith is board chair, Sandy Norman is vice chair and Nathan Craig is secretary.
The board voted unanimously for two road items the S.C. Department of Transportation requires for the new Woodruff High School. The first, over $3.5 million, covers Cross Anchor Road and its intersections with Miller Road and Allendale Road, including widening, intersection upgrades and a traffic light at the school's main entrance. The second sets aside $144,000 for future work at the Allendale Road entrance; according to the report, a likely housing development nearby may be required to help pay for it, and Superintendent Dr. Aaron Fulmer said the district's share will not go above $144,000. Both are paid from the voter-approved bond for the new school.
The district's independent auditor also reported a clean (unmodified) audit with no material weaknesses, including the separate single audit of federal spending.
The board meets the first Monday of each month at 6 p.m. at the district office, and meetings are open to the public.
