Stolen SNAP Benefits Can No Longer Be Replaced: How to Protect Your EBT Card
The Woodruff Times reports that SC DSS is warning of rising SNAP theft. With federal reimbursement funding gone, stolen benefits can't be replaced, so prevention matters.
On November 29, 2025, The Woodruff Times passed along a warning from the South Carolina Department of Social Services (DSS) about SNAP benefit theft. Here is our summary.
What changed: DSS says reports of stolen SNAP benefits are rising in South Carolina and nationwide. Federal funding that used to let states repay victims of skimming, card cloning and other electronic theft was not renewed past December 20, 2024. Per the Times, this means DSS cannot currently replace benefits stolen that way.
What DSS suggests: Recipients who are concerned about the lack of replacement funds are encouraged to contact their U.S. Senators or their Member of Congress. DSS also has a page about stolen-benefit replacement on its website.
How to protect your card: The Times lists tips from the Federal Trade Commission. Change your PIN often, especially after a large purchase or any time the card has been out of your hands. Don't check your EBT balance or account on public Wi-Fi. Before you swipe, look at the card reader for loose, damaged or unusual parts that could be a skimmer. Keep the card somewhere safe and never share your PIN. And check your account often so you catch anything odd early.
This is a summary in our own words. Read the full story at The Woodruff Times, and check DSS directly for current rules, since federal policy may have changed since this was reported.
