Sep 2023: Council Takes First Votes on Business License Update, Tax Millage and Mill Ballfield Certification
At its September 2023 meeting, council passed first readings to merge peddler license categories per new state rules, set the 2023-24 tax millage pending county reassessment, and certify the old Mill Street ballfield as former mill property for redevelopment tax benefits.
The Woodruff Times reported on November 6, 2023 on the Woodruff City Council's September meeting, where three items passed first reading.
City Manager Lee Bailey presented an update to the business license ordinance that folds the peddler and seasonal peddler categories into one general business license category, following new State of South Carolina rules. The city must review the ordinance every two years; a final vote was expected in October.
Bailey also introduced the 2023-2024 tax millage levy. Final figures were waiting on Spartanburg County's reassessment and were expected by the October second reading.
Council approved on first reading a resolution certifying that the old ballfield at 220 Mill Street was once mill property, a step that gives tax benefits to future development of the site.
Council also heard from a summer events intern from Converse University who helped run the summer concerts in the park and the city's first Fourth of July fireworks show, and from the Appalachian Council of Governments, which explained its mostly free services for seniors (caregiver support, rental and utility help, Medicare counseling) and operates Woodruff's senior center.
Because of Halloween, the October meeting was moved to Tuesday, October 24 at 5:30 p.m. at City Hall.
