Jun 2023: Council Hears First 2023-24 Budget and Backs Renewing the County Penny Sales Tax for Roads
At its May 30, 2023 meeting, council passed the first reading of a proposed $5.3M budget with a 3% raise for employees and no tax increase, and backed renewing Spartanburg County's penny sales tax for road work.

The budget: Council approved the first reading of a proposed $5.3 million budget for fiscal year 2023-24, as presented by City Manager Lee Bailey. It included equipment and vehicle purchases and a three percent cost-of-living raise for all employees, with no tax increase. Bailey said the city's new Christmas activities, including carriage rides and the McKinney Park lighting ceremony, were funded in the plan.
Penny sales tax: Council unanimously passed a resolution supporting Spartanburg County's proposal to renew a one-cent sales tax for road repairs and upgrades. Bailey explained that the existing tax, which paid for the new county courthouse and municipal building, was expiring. The renewal was headed to a November referendum, and the resolution signaled that the city wanted to take part in the road work if voters approved it.
Planning and zoning: Council passed first readings on a 3,000-foot minimum distance between gas stations and automotive businesses downtown, and on annexing and zoning the property where the new high school was being built.
City manager's report: Sewer extension work along Highway 101, serving several new developments, was nearly complete. The June 30 concert in the park was set to include the city's first fireworks show.
